How do I buy at .0001 and sell at .0002?

I have been watching a stock for about a year that consistently moves from .0001 to .0002. It averages 3 or 4 moves per day. If I buy at .0001, how do I sell at .0002 if it NEVER goes above that price? Why would anyone buy my shares at .0002 if it always drops back to .0001? Will I be able to sell this stock?
